Theoretically 9am is Si Hour巳时.  859am belongs to Chen Hour 辰时.

On a practical perspective, how sure you are that the person who recorded the time for you had an accurate watch then?

For such an hour chart, best to go through exercise of determing which chart belongs to you before you do any reading.

And taking Equation of Time into account (adjusting local time for GMT), it will be pushed firmly into Si or into Chen (into Chen, I believe)
